Project implementation was based on an agreement between the Government of Israel and the Netivei Hayovel Company, a subsidiary of Danya Cebus, for the construction, operation and maintenance of Road 431, within the framework of a Private Finance Initiative (PFI).  The road was opened to traffic in February 2009 serving a rapid link road connecting Highway 20 (Ayalon South Highway) in the west to Highway 1 (Jerusalem-Tel Aviv) outside East Modi’in, south of Rishon Lezion and Ramleh.  The road is 22 km long and includes 12 interchanges.  Project cost amounted to about two billion NIS.  The project concession period is 25 years, comprising a construction period of 2.5 years and a further period of 22.5 years for operation and maintenance.  At the end of the concession period, the concessionaire will hand the road over to the government without compensation.
